A tuner measures pitch, but setup and technique still matter. Pressing too hard can pull a fretted note sharp. Old strings may intonate unevenly, and a guitar that is in tune on open strings can still need bridge or neck adjustment if notes higher up the fretboard drift.
Start with fresh, stretched strings; approach the target pitch from below; and compare open strings with notes around the twelfth fret. Persistent differences are usually a setup or intonation issue rather than a tuner issue.
